I have plenty of experience with moderating servers, I've ran a few myself.

"CT 0690 Frosties" has been reported for minging and RDM, what would you do to find out he is doing so?:
I'd pull him and his reporter up and any witnesses to his crude behaviour and get both sides of the story and work out a resolution from there.
You catch a user RDM someone what punishment would you give to that person?:
I'd pull them up, I'd give them a 10-minute jail and stern warning about such behaviour.
You see another moderator abusing his powers, what would you do in this situation?:
Contact a member of the higher staff team, Such as a super admin or community owner.
