I would ask people if they got pictures of it, and try and "stalk" him for evidence. If I can't get proof, I can't do anything.

I would give them a warning.
You see another moderator abusing his powers, what would you do in this situation?: I would Pm an admin or owner, to take care of it and if there aren't any staff on, I would post it on the forums with some pictures.
